I'm not sure how good it is, but I know there is some rather inexpensive machine that you put your CD into and let it cut/scrabe off an ultra thin layer (the scratched part)...and then you _might_ be able to play it again

You might try cleaning surface stains off with water and a non-abrasive cloth. Then try ripping it on your PC with CDex, it's patient error correction might help unless it really is unreadable...
